Franklin ICE Transfer Is Custody
An ICE handoff can create two accurate records with very different meanings. Franklin County Jail or WVRJ may close its booking with a release or transfer entry. ICE then begins a civil immigration custody episode. The person has left local criminal custody, but has not entered the community. Every status statement should name both the system and the event.
No dedicated ICE detention center was identified in Franklin County. ICE can still take custody through transfers and use facilities elsewhere. The absence of a local ICE building is therefore not evidence that a handoff did not occur. Ask the last local custodian whether its final record identifies ICE, DHS, another receiving agency, or a destination category.
Search Franklin ICE ODLS
The ICE Online Detainee Locator System, commonly called ODLS, offers two search routes. One uses a nine-digit A-number and country of birth. The other uses exact biographical information. The A-number route is usually stronger when an official immigration document supplies the identifier. ICE excludes information about people under 18 from public results.
- Open the official ODLS page and select the language needed for the search.
- Use the nine-digit A-number and country of birth when both are known.
- Otherwise enter the exact biographical fields shown by the live form.
- Compare the result carefully and record the facility or contact direction displayed.
- If no result appears, correct the input and move promptly to ERO, counsel, and the sending jail record.
Search soon after a suspected transfer or release. ICE describes limited recent-release coverage in the live tool, so an older event may no longer appear. A blank result outside that window does not prove ICE never held the person. It also does not reveal the final immigration outcome.
Note: Do not place an A-number, birth details, or other sensitive identity data into unofficial search forms.
Franklin ICE Search Fields
ODLS inputs and results serve a narrow purpose. They help locate a person currently in ICE detention or within the limited recent-release scope described by ICE. They do not provide a full immigration court history, all prior transfers, or a permanent release archive. Read the live notice before making a conclusion because the tool's wording and coverage can change.

If the person is under 18, ODLS exclusion means the public tool is not a route. An authorized family member, attorney, or representative should use counsel and official agency contact while respecting juvenile and immigration privacy rules.
Franklin Jail ICE Release Record
When the custody chain begins at Franklin County Jail, use the Sheriff's official record-request route for the existing final booking and release or transfer entry. If WVRJ held the person on the Franklin matter, send the request through WVRJ Records and FOIA instead. The two agencies are separate custodians. Ask for the actual separation time, disposition or release code and its definition, legal authority, and receiving agency or destination category if those fields exist.
A local record may say release even though the receiving-agency field shows ICE. That combination is not contradictory. Release ends the named jail episode. The destination shows whether the person entered another custody. Read the fields together and compare the time with the ODLS result or ERO information.
Virginia Jail VINE can report that a participating jail's custody ended. It also cannot guarantee community release. A VINE release event followed by an ICE result is a transfer chain. Franklin ICE ERO Follow-Up
Enforcement and Removal Operations is the ICE component tied to detention and removal operations. When ODLS cannot resolve a known, recent case, use the contact direction supplied by the official locator and ICE pages. Counsel can also identify the appropriate field office and request status through authorized channels. The correct ERO office may not be in Franklin County because custody can move outside the area.

Have the lawful identifiers and the sending facility information ready. State the date of the local separation and ask which facility or office now handles the person. Agency staff may limit what they disclose, and identity verification may be required. Do not infer removal, release, or current location merely from a delayed public result.
Franklin Immigration Court Records
Immigration court records answer legal-process questions that ODLS does not. A hearing schedule, filing, or case outcome may clarify why the person moved, but it should not be treated as a physical release timestamp. ICE custody and immigration court proceedings are related systems with different records. Counsel is often the best link between the two.
A local criminal court order may explain why Franklin County Jail no longer had authority to hold the person on that case. It does not cancel a separate immigration process. Likewise, an immigration bond or other order may authorize a next step without showing the exact time ICE carried it out. Match the order to ICE confirmation and the relevant facility record.

Confirm Franklin ICE Release
A valid community-release conclusion requires more than disappearance from ODLS. First establish the Franklin or WVRJ departure and its destination. Then obtain the ICE status while the event is within the locator's coverage. Review immigration court information or counsel's confirmation. Finally, distinguish continued detention, transfer, community release, and removal in the wording used.
If ODLS once showed detention and later returns no match, several explanations remain possible. The recent-release window may have passed. Data may lag. The person's name or A-number may have been entered incorrectly. Custody could have ended through community release, transfer, or another immigration outcome. ERO and authorized legal channels should resolve the event.
Keep dates with source names. “WVRJ custody ended on the recorded date and ICE custody followed” is clear. “The person was released” is not, unless the later ICE event is also known. This level of care prevents a local separation record from being mistaken for freedom from all custody.
Note: A receiving-agency field is often more useful than the word “release” when reconstructing a multi-agency custody chain.
Franklin ICE Record Boundaries
ICE ODLS does not cover ordinary local jail custody, VADOC imprisonment, BOP sentences, or USMS pretrial detention. Those systems have separate sources. A Franklin County arrest can move through more than one of them, and no single public page supplies the whole history. Begin with the custodian known from the last reliable record.
Juvenile information is also outside ordinary adult lookup. ODLS excludes minors from public results, while Virginia juvenile matters have their own confidentiality rules. Sealed or restricted local records should not be reconstructed through unofficial mirrors. Use authorized sources and accept lawful access limits.
No local ICE facility should be invented to make the search feel county based. Franklin County's real connection is the possibility of a handoff from its local or regional custody chain. The search must follow the person to the responsible federal system and state only what each official record proves.
Request Franklin Transfer Records
Send each request to the agency that made the record. The Franklin County Sheriff controls Franklin County Jail entries. WVRJ controls its own booking and separation records. ICE controls federal immigration custody records under federal access rules. The immigration court holds its case records. A broad request to one source cannot compel it to create the missing parts from another agency.
Narrow the local request to the named person, known booking, tight date range, final release or transfer entry, disposition code definition, and receiving agency field if maintained. Ask for an estimate before work exceeds a chosen cost. For ICE or court records, follow the official federal instructions and counsel's advice. Store responses with dates so later updates do not blur which agency reported which status.
The most reliable final account may be a short chain rather than one certificate: the jail ended custody, ICE accepted the transfer, and ICE later reported a specific outcome. That chain respects the difference between local release, federal civil detention, and actual community return.
