Virginia Parole Decision Path
The Virginia Parole Board is a state executive decision body. It reviews eligible VADOC cases under the statutes and its own published procedures. VADOC remains responsible for incarceration, sentence administration, release planning, and community supervision. That division matters in Franklin County. A Board record can document a decision, but it is not the jail gate record and does not prove the person left on the same date.
The useful sequence is straightforward: eligibility review, Board interview or case review, a recorded Board outcome, certification and release planning when required, actual departure from VADOC custody, and supervision if ordered. Each stage has a different source. The Board's calendar and monthly reports establish Board activity. The VADOC Inmate and Supervisee Locator can show a current institution or community-supervision office. Formal release papers or an actual-release event give stronger proof that custody ended.
Find Franklin Parole Decisions
The Board does not publish a single Franklin County hearing search. Its Parole Reports archive is organized by month. Open the relevant monthly decisions document and search for the seven-digit DOC number whenever it is known. Names can repeat or change, while a DOC number ties the report entry to the VADOC record. The jurisdiction field may say Franklin County even when the person is confined elsewhere.
- Confirm the person's full name and VADOC DOC number in an official state record.
- Open the Board's monthly report archive and select the likely decision month.
- Search the document for the DOC number, then compare the name and original jurisdiction.
- Copy the decision date and exact outcome label without paraphrasing it.
- Check the later VADOC status and release record before calling the person released.
A report may also supply the case type, certification date, reasons or conditions, offenses, sentence data, estimated time served, and member votes. Fields vary by report and case. The original jurisdiction is a case link, not a current address. Franklin County in that column does not show that the person now lives in Rocky Mount.
Note: Search by DOC number first because matching only a common name can attach the wrong Board decision to a Franklin County case.
Franklin Parole Report Fields
Monthly decision records answer a narrow question: what action did the Board report for an eligible case? They are not complete custody histories. Read the decision beside the VADOC result and any later release document. A certification date may follow a grant, but certification still should not be treated as the day the person crossed the facility gate.

The archive view points readers to a report month, while the report itself supplies the outcome terms that must be matched to the later VADOC custody record.
Virginia Parole Outcome Labels
Outcome wording must stay exact. A report can use Grant, Not Grant or Denied, Deferred, and other case-specific actions such as rescission or reconsideration. A denial means the Board did not authorize parole through that decision. A deferral puts the action off rather than completing release. Rescission or reconsideration signals that an earlier action may be revisited under the applicable process.

Do not convert any of these labels into a physical departure date. The Board and VADOC perform different functions. Even after a grant, release planning can include checks for other orders, warrants, detainers, identification, documents, property, funds, medicine, and transportation. A valid hold can prevent community release.
Virginia Parole Meeting Calendar
The Virginia Parole Board Public Meetings page lists scheduled public meetings, agendas, remote-viewing information, and minutes when posted. It is event based. It should not be read as a courtroom-style schedule for every person whose case is under Board review. Individual interviews and docket work may occur within the Board's separate procedures.
Four records should not be blended: the public meeting calendar, the individual interview or review, the monthly decision report, and the later VADOC release. A public meeting date proves the Board met. A monthly report proves the listed outcome. Neither alone proves departure. For a Franklin County person, keep the DOC number and decision month together, then check the state custody result after enough time for the next event to post.

Franklin Parole Eligibility Limits
Virginia Code § 53.1-151 supplies eligibility rules for covered sentences. The calculation can vary with prior commitments, life terms, offense exclusions, sentence structure, and other facts. A simple fraction is not reliable for every case. Board and VADOC records should supply the official calculation.
Virginia Code § 53.1-165.1 abolished discretionary parole for most felony offenses committed on or after January 1, 1995, with statutory exceptions. The offense date is therefore an early routing fact. Geriatric conditional release under § 53.1-40.01 is a separate mechanism and should not be labeled ordinary parole eligibility.
A Franklin County sentence can involve parole only if the governing law allows it. Many state releases instead occur through sentence completion and earned-credit rules, followed by probation or other supervision when imposed. The projected-date and release path for those cases belongs with VADOC, not in a search of Board grants.
Confirm Franklin Actual Release
After locating a grant, open the VADOC locator with the same DOC number. A prison location indicates continued incarceration at the effective time of the result. An assignment to District 37 or another probation and parole office is strong evidence that incarceration ended and community supervision began. It does not mean all sentence duties ended, and it does not clear unrelated warrants or cases.
For durable proof, request or obtain the VADOC release papers and compare them with the decision report. VADOC distinguishes an anticipated date from actual release. The latter occurs when the person is no longer in VADOC custody. If the locator has no result, do not assume release. Release-day processing can also explain why a grant and a departure do not share a date. VADOC checks identity, the controlling orders, warrants and detainers, required papers, personal property, funds, medication, clothing, and transportation. A detainer is notice of another authority's custody interest. If one applies, VADOC may complete its own sentence step while transferring the person instead of releasing them into the community. Franklin Parole Supervision Office
VADOC Probation and Parole District 37 serves Franklin County and the Town of Rocky Mount. It is a community-supervision office, not a jail. When a VADOC result names District 37, incarceration has generally given way to supervised community status. Probation can arise from a court sentence, while parole is conditional release through an eligible Board process. The office label must be read with the status field.
