WVRJ Release Destinations
WVRJ can end a custody episode by releasing a person to the community or by transferring that person to another authority. For a Franklin County detainee, possible outcomes include bond, recognizance, dismissal, time served, sentence completion, transfer to VADOC, return to another jail, or a handoff under a separate hold. The word “release” in an operational count can include more than a walk out to freedom.
The useful record is WVRJ's final release or transfer entry. It should be read with the Franklin County court order and any next-custodian result. Ask for the separation date and time, disposition or code, legal authority, and receiving agency or destination category if maintained. A VINE event may confirm that WVRJ custody ended, but another custodian may begin at once.

Confirm a WVRJ Release

A narrow request should seek the existing booking-and-release record, final custody disposition, transfer destination or agency, release-order fields, and code definitions for one named person and date range. WVRJ may charge reasonable actual costs and may require a deposit in qualifying cases. It need not create a new report or answer a broad narrative question. WVRJ Release Operations
Western Virginia Regional Jail is operated by a regional jail authority in Salem. Franklin County is one of the member localities. The Sheriff's 2024 staffing study confirms a service-level agreement for both pretrial detainees and locally sentenced people. WVRJ therefore forms part of Franklin County's custody chain even though it is outside Rocky Mount.
The WVRJ Records Department reviews court paperwork against the offender-management system, computes time for locally responsible sentenced people, prepares state-responsible files for VADOC, checks daily releases, manages transport orders, coordinates fugitive pickups, and processes State Police expungements. Those duties make Records the right source for a past WVRJ separation, not the current-only lookup.
All figures are WVRJ-wide operational totals. They are not Franklin County counts, and the release total does not separate community departures from transfers.
WVRJ Release Record Work
Sentence responsibility changes who calculates the date. WVRJ Records calculates locally responsible sentenced cases. It forwards state-responsible paperwork to VADOC for calculation and eventual transfer. The sentencing court provides the order, but the correctional records unit applies custody credit and manages the facility record.
This split is critical when a projected date is questioned. For a local WVRJ sentence, start with WVRJ Records. For a state-responsible term, use VADOC's time-computation and records routes. A projected date remains an estimate until the facility clears warrants, detainers, court orders, identity, and any other release-day requirements.

WVRJ was created by four member localities to address severe local-jail crowding. Franklin County's continued use of both its Sheriff jail and WVRJ creates a hybrid system. The dated 2024 staffing study documents the arrangement and explains why checking only one facility can miss the custody path.
The report should be treated as operational history, not proof of a specific inmate's placement. Current policy can change. The booking record and last custodian control each case. A Franklin Jail result that disappears may precede a WVRJ arrival, while a WVRJ no-match may precede a state transfer or community release.

WVRJ Release Record Retention
Online visibility and agency retention are different. Virginia's GS-08 schedule lists cumulative booking-and-release records for retention for 20 years after separation. That does not mean WVRJ must display a former inmate online for 20 years, and it does not make each field automatically open.
When a name vanishes from the current search, a focused records request can still reach a retained release entry. Ask for the record by person, booking, and narrow date range. If material is withheld or redacted, request the legal basis. Sealed, expunged, juvenile, security-sensitive, and other protected information requires separate treatment.
Note: A retained record may be unavailable on the public web, while an online no-match may still coexist with a valid agency file.
WVRJ Franklin Custody Check
Franklin County's two-custodian structure changes the order of a release search. A person may begin in the Sheriff jail in Rocky Mount, continue at WVRJ in Salem, and later enter state custody. Each body creates its own part of the chain. No single public lookup is designed to merge those episodes into a complete history.
Begin with the last confirmed observation or record. If that source was Franklin County Jail, ask whether its final entry points to WVRJ. If WVRJ was last, use the regional lookup as a current checkpoint and request the final WVRJ entry for history. When the entry names VADOC, search the statewide locator by DOC ID or exact name. A Franklin court file can tie the route to the local case, but it cannot rule out holds from another authority.
Keep an evidence log. Record the source, date and time checked, exact name or identifier used, result wording, and any destination. That practice matters because WVRJ processes many custody events and its public lookup can change. The FY 2024-25 annual report states that Records checks daily releases and manages state transfer preparation, but it does not promise that the public site preserves each change.
A VINE notice should be read in the same agency-specific way. A release or transfer event means the reporting custody episode ended. It does not prove that no other jail, prison, or authority took custody. Follow the destination until the chain ends in a documented community release or the current custodian is found.
The distinction also protects against a common Franklin naming error. Franklin County cases belong to the Rocky Mount jurisdiction. Results for the independent City of Franklin or another similarly named place must be rejected unless identifiers prove they concern the same person and case.
Ask for the booking number, admission and separation time, release disposition and code definition, legal authority, and destination or receiving agency if maintained. Those fields turn a vague no-match into a traceable event. They also show which office should be contacted next. A court order may explain the basis for release, but the regional record supplies the actual custody action and time. If WVRJ redacts part of the record, ask for the cited legal basis and whether a narrower version can be released.
